Local certificate issue while running on Windows Agent, ignoring the jFrog artifactory the task places request to npmjs directly

I'm trying to publish the cucumber report for Playwright-NPM project, the cucumber reports are generated with no issue but getting local certificate issue during publishing the cucumber report on ADO.

My company uses JFrog so I have npmrc to route the open source software through the virtual repository. For some reason, on windows agent this ADO task skips jfrog and access the npmjs directly. Am I missing any config? Need your help.
