Resume targeting of Xenial for releases #22

While Focal builds are appreciated, not every Ubuntu Touch user (much less certain devices for the platform) are ready to upgrade to that version of the OS. Xenial is the only viable version of the OS for many, so please field Xenial builds of the app versions in tandem with the Focal builds so as not to lock any users out from support.

I will take a look, but not promising anything - xenial is no longer developed. Currently it should be easy to release a version for xenial, but I can't say how long it will stay that way.
