BigBlueButton should prioritize bandwidth to Method calls #893

Right now on a slow connection the user experiences a lot of delay for 
presentation slide updates, whiteboard shapes, chat, etc... If bandwidth is 
low, bbb should prioritize the available bandwidth to ensure a good user 
experience for at least the non audio/video parts of the conference.
