One way to do this is to create a maintenance page and modify nginx to point to 
that page when switched to maintenance mode.

Create /etc/nginx/site-available/bbb-maintenance and delete the symlink in 
/etc/nginx/sites-enabled/bigbluebutton while adding a symlink to 
bbb-maintenance.
