Bump ktlint #125

This PR aims to ensure bump of default ktlint to the latest available version, which was not done by March :(

To make it work we need to ensure that:

all executed test names are present in the logs
test files are in Camel Case, as expected by ktlint 0.46.0 (and subsequent releases)
all versions (in the last few years) can be downloaded
