Drop py2 support?

Since py2 is EOL, and this library is marked as py3 in the classifiers, would you consider a PR to drop all py2-related code? The steps are roughly:

• remove the fix-encoding-pragma hook
• add https://github.com/asottile/pyupgrade as a hook
• manually remove other old <py3 code, for example here
