Add vcpkg port for Cross-Platform compilation. #393

I don't maintain any kind of build system or package management systems in miniaudio. It's intended to just be added to your source tree like any other source file.

In case someone stumbles here from the vast void of the internet, miniaudio is available on vcpkg; https://github.com/microsoft/vcpkg/blob/master/ports/miniaudio/portfile.cmake
