Blank paragraph in illustration holder creates loop #193

If an illustration holder contains a blank paragraph, report writes a blank entry in report for that page in a loop until it's stopped by 100-loop limit. Remove blank paragraphs first.

Apparently any blank paragraph following an illustration holder creates a loop.
