[8] blank last para causes whole pdf to come out as hyperlinked text #201

This has been an issue for awhile sporadically. I thought there was already a bug for this but don't see it.

Not sure if this will affect htmlmaker_js or if it is an issue specific to word-xsl, should test. I have seen it happen as described in issue above (example1), also where last para was a bpi but preceding para was blank (example2), where there was a footnote with blank para that caused issue (example3).

This is also probably related to https://github.com/macmillanpublishers/bookmaker/issues/193
