[ss] Add support for Section-Start-Volume #34

Add a new top-level section for volumes. This would be a sibling to parts/chapters, and would NOT wrap around any subsequent parts/chapters (which is not allowed per the HTMLBook spec).

HTML element: section Data-type: chapter Class: volume
