Fix phantoms from kinect #41

They are visible in STVL and local costmap, which causes random stops during navigation.

Not really finished "One thing is that STVL has to be installed from sources, otherwise min point filter doesn't work correctly. Even after installing it from sources and appearing to work, phantoms sometimes appear.", as described in #43
