Pull requests, as implemented by github, are an absolutely killer feature for
community projects such as this one. Despite having a long-term request for
this [1], it doesn't appear that Google Code is going to add this feature any
time soon.
While I strongly dislike git for source control, pull requests are such a
compelling feature that we should consider moving to an alternative project
hosting service. v2 would be the obvious time to make such a drastic change.
Possibilities include:

Pros:

Cons:
* Requires the use of git
* Other project management facilities (wiki, issue tracker etc.) are less
mature than Google Code's
BitBucket
Pros:
* Supports pull requests for Mercurial
Cons:
* Less popular
* Unknown maturity of project management facilities (wiki, issue tracker etc.)
