Metadata only load does not descend directories #63

What steps will reproduce the problem?
1. Load a set of content files with several levels of subfolder
2. Subsequently try to load metadata properties files from top of directory 
tree or any level except the lowest level of directory: fails
3. (Loading properties files for only a single directory works OK)

What is the expected output? What do you see instead?
I should be able to load metadata only for the entire folder hierarchy

What version of the product are you using? On what operating system?

Note: The metadata directories in this case are a separate set of directories 
from the content directories with the same structure; the status page shows the 
tool traversing the various directories, but no metadata is loaded.

Pretty certain I know what the root cause is, and will be fixed as part of the 
versioning refactoring that's currently in progress.
