212 add data documentation of macro v0 besc to main

Description

This pull request is to add MACROv_0 notation documentation to Develop branch first and then Main. It intends to inform users of this new but distinct branch that they can visit and make use of it. The links on the documentation for MACROv_0 are under BESC - Bio Energy Supply Chain and exception notations the others all link to this page for directing users to the branch directly.

Hi @bennettm, would you mind rebasing from main before we move forward with this PR? I think it should be quick to approve afterwards

@RuaridhMacd and @dharik13 To simplify the merging process, I created a new branch off main and added the only two commits from the old branch. I can not add the new branch to this pull request so I have to create a new one. This is a duplicate of the new pull request #216. Will close this pull request.
