Fix the ShellCheck CI #45

This PR fixes a small issues in the GitLab scripts, and it also fixes the CI itself so that it uses the ShellCheck actions properly.

Also

The checkout action was updated from v2 to v4
The ShellCheck action was locked to 2.0.0 instead of master
