I can't think of any monsters outside of the Wise Dragons (3539, 3541, 3543, 3545, and 3547) that this affects, but there will more than likely be more in the future. Their pre-ult forms are on a 16M scale and max at level 99. Once you evolve them, their evolved forms' max levels are 1, meaning they are Done. However they are not set to Done. Pls fix.
