Both templates are already being rendered from welcome.twig and not-found.twig.
Welcome page currently appears under preview iframe when visiting the browser index without specifying the name param i.e https://library-core.ddev.site/component-library. A few ideas to make this welcome page useful:
1) Repo name and description (from config) with defaults.
2) Show recent components using local browser cache.
3) Link to official documentation.
4) Custom content or links (from config).
