Add SWARMING_LOAD_TEST=1 #170

In this case, all functions in bot_main.py will ignore the custom bot_config.py.

The only reason for this is for load tests. It'd be important to figure out a 
way to not have this abused.

Fixed as 4206a4462a10cfcf2509c7d1b4a379fd5ee50ca9. Changed the environment 
variable name to be clearer.
