Properly report BOT_DIED and EXPIRED in swarming.py collect #210

Right now it says "Internal failure" which is not helpful. Error message sent 
to stderr should be informative to someone not knowing the service well, e.g. 
"Task expired: No valid bot could be found within 12 hours to run this task"
