Split homepage welcome into two or rename #26

Component is named "HomepageWelcome.tsx" right now and doesn't make much sense. Its this component here. Maybe Butters with his Tarot reading should be its own component and the text can just exist on the homepage. Seems weird how I've done it currently.

Whatever is decided, this component should also be added to storybook.
