This PR aims to bump postcss to version ^8.4.6

Not super familiar with postcss these days, would this warrant a major version (breaking change) on our end?

@madeleineostoja yes 100% I see that other repos (see below) did the same. That's justified by the fact that the whole structure of postcss dramatically changed from 7 to 8

For instance postcss-normalize , postcss-preset-env bumped to a new major version
