Rename every occurrences of Developers to BillablePeople #59

Context

There are other roles on deliveries that are billable, using the term LateDevelopers is misleading and does not include all billable roles.

Changes proposed in this pull request

This PR renames wherever we used LateDevelopers in use-cases to a more descriptive LateBillablePaople

Guidance to review

Did I miss anything? Please check carefully, I used find-and-replace and I run the tests, it seemed healthy.
