Set "requireProject" false #77

Refs #75 - Set requireProject attribute of template registration to false to allow the creation of Markdown files without needing a current project.

Is it useful/interesting to backport any of these recent changes to the NB7 branch, or are we leaving that alone?

I would vote for leaving it alone. If there is a demand for this and someone volunteers to pick it up I will be happy to compile a New legacy release.

That'd be my vote too, especially since it appears as though we'll have an nb81 branch some time in the not-too-distant future. We'll be juggling two branches soon enough.
