V2009 calls intermittently failing with "Could not connect to host"

What steps will reproduce the problem?
This is an intermittent problem when making soap calls

What is the expected output? What do you see instead?
service=AdGroupCriterionService method=mutate operators={SET: 1}
responseTime=null requestId=null operations=null units=null
server=adwords.google.com isFault=true faultMessage=Could not connect
to host

Please provide any additional information below.
