Provide add-on package for SmartCard API #15

Purpose of this feature:
Being able to compile SCAPI applications that do not statically link with 
org.simalliance.openmobileapi.jar but use the shared library of the device 
instead.

How should the feature be integrated:
Download package for the Android SDK Manager

initial version provided:
SDK Manager - Tools - Manage Add-on Sites - New...

SDK Manager - Packages - Reload

The add-on package "SIMalliance APIs" should be listed under Android 2.3.3 (API 
10) and can be installed as usual.

Daniel,

The org.simalliance.openmobileapi.jar within the add-on package is neither 
2.3.2 nor 2.3.0.  Could you please update it to the latest, Smartcard 2.3.2?

The Eclipse SDK addon has been updated for Smartcard API 2.3.2.
API level is set to 15 (Android 4.0.3).
