GH Action to render all ideas in README #1

Render a list of ideas (issues marked with a corresponding label) sorted by number of reactions and comments in the README of this repo.

Triggers:

workflow_dispatch: rebuild the README manually at any time
issue_comment: rebuild the README whenever the comment is added or removed
label: rebuild the README whenever the label is removed, just in case
schedule: rebuild the README by schedule. This is required because GitHub doesn't have a trigger even for issues reactions.

Separate branch with code (source), workflows and SDLC. Whenever new code is pushed, a new Docker image should be built and placed in GHCR. This image is used by the workflows in the main branch.
