Create a custom static emoji stickerpack with "pixels", i.e. squares filled with solid color. TODO: how many colors could be supported? 120?
The bot should accept the picture and respond with a message containing a pixelated version of the input image, composed of the emojis created previously.
Unfortunately, currently bots are not able to send custom emojis. Thus, the implementation is blocked.
