What kind of change does this PR introduce? Fixed the broken telegram group link in the README.md file

Summary I was checking on the README page of teachcode and excited to join the Telegram group. But it was broken and raised an issue. Issue Link

Does this PR introduce a breaking change? No. Only the link to the telegram group is changed
