Improved BeatDetectCmd and accompanying scripts, testing now shows 90 % detection accuracy. The actual detection is split between BeatDetectCmd and the Lua scripts that drive it and post-process the results.

Closes #182.

I'd like to merge this PR, although it doesn't export any of its results into SkauTan / GUI. No more work is currently planned on the detection methods, and keeping them in a separate PR would make it difficult to merge later on.
