SALLINO / adaptive SALLY binning #357

Currently AsymptoticLimits calculates SALLY limits with a fixed histogram, which can be inefficient. We should implement the 1D histograms of the SALLINO methods, and the adaptive binning with many bins along the theta times score direction (and less bins in the orthogonal direction).
