Split Package in Designtime and Runtime #64

Like mentioned in #33 I would like to contribute the splitting of design and runtime packages for Delphi 10.2 (D25). It's allready used in production and works like a charm.

@wiphi , I see your commit splits the packages for D25. If this is still relevant, can You adjust the code in order to use the same naming style like we have splitted the packages for D26 - D29. Thanks!
