IT: Ability to classify which proceedings we have decided to go for an Appeal #224

Once we recieve the order for a proceeding, we will decide whether we want to go for an appeal or accept the order. If we decide to go for appeal, provide a feature to specify Due Date for appeal. This due date will then be shown on the Calendar.

Since calendar is someting which we track on a daily basis, it ensure that no appeals are missed.

Development Points:

  1. Provide target date feature for Proceeding. When user has added target date, it will show on the calendar.
  2. Add user field "Appeal Preferred?" If the user selects Yes, ask for Target Date.
  3. We can show actionable report whert the "Appeal Preferred" field is empty, for the proceedings which are closed.
