IT: Add ability to mark certain proceedings as "Ignore" #258

We handle only couple of assignments for the clients. However, we are bombarded with lot of other notices. Which should not be avoided. However, an option should be given to us to push such a notice which are not pertaining to my work to one folder or assign one colour and hide it form the calendar.

Development Notes

  1. Add option in Config to turn on this feature. (Reason: this feature may not be useful to all firms)
  2. Once the proceedings are fetched, users will have ability to mark the proceedings as "Ignore".
  3. The ignored proceedings will be shown in a separate list. They will disappear from notices and proceedings list.
  4. Proceedings which are marked as Ignore will not be Synced. This will also improve Sync Time.
