Automatic Time Stamp of Sphinx html generation #151

Add a connection between specific brand and push/commit history to top page of sphinx documentation to indicate when html was generated.

Change build directory to sphinx_docs so that build so that they can be committed to GitHub. Also, add a text file called build_date.txt that includes a comment regarding when the build was made instead of the difficult to implement automatic time stamp.

Remember to update WIKI with the new build statement & build location.
