Update NUglify to 1.5.13 #470

Lets see if this fix the arrow issue when minifying

using the vsix from the nightly build or from my last pull request I'm getting Could not load file or assembly NUglify 1.5.13 when minify is true for javascript.

Am I doing something wrong or do I need to have that assembly installed somewhere?
