VSSDK.TestExtension project should reference the Toolkit project in the solution, not the latest published Nuget package #16

This was probably an accidental commit after testing the latest published nuget package but VSSDK.TestExtension has a reference to the nuget package instead of to the Community.VisualStudio.Toolkit.16.0 project in the same solution.
