Added scope attribute to each command, for where the shortcut is active #15

Previously the scope for each binding (part before "::") was discarded. This outputs it in the xml, but as its own split off attribute.

appveyor failure message is:

"Build worker image not found: Visual Studio 2017 RC". I think master would have the same failure. I didn't push any of my 2017 compatibility changes.
