Where is this setting used? It looks like this PR just contains a setting but it remains unused

The UseBom setting was already introduced in commit 351762ee29e1b554e463ea2b7a35ba9c21cd2cd0 and corresponds to the option "General > Misc > Save UTF-8 files with BOM"

This PR only persists the setting value into WE-settings.xml

Doh! I was looking in the WE2013 source code and couldn't find it :)
