I'm having the same issue with VS 2017 15.4.4 and Web Essentials version 1.5.31

None of the tools are available. I do get a menu item in the tools menu. When I start this I get an empty activity log.

Resetting and reinstalling has no effect on the problem. The activity log shows nothing. So it would seem that nothing is installed.

Update: Also tried the nightly build version 1.5.34, but that didn't help. Would like to see if an older version would work, but don't know where to download.

Update 2: Web Essentials is only a tool to install several other tools...that got me thinking. So I uninstalled the Add New File and reinstalled it. That worked again. So I removed all individual components and installed Web Essentials again. Web Essentials intalled all the tools again and all parts I'm using work fine now.
