Tests fail on Cygwin #22

What steps will reproduce the problem?
1. test$ ./runCompletionLib

What is the expected output? 
All tests should pass.

What do you see instead?
Tests fail

Fixed in r32.  All tests pass.  Changed symlink-ignore character from dot (.) to
exclamation mark (!) to be able to run bash_completion_lib on Cygwin/Windows.
