Provide script for installing local completions #28

Installing an additional completion requires a lot of steps, see:
 http://www.fvue.nl/wiki/Bash_completion_library#Extending_bash_completion_lib

including clearing the cache file.

It would be nice if these steps would be scripted.

Added administrative utility `bcl'.  Type `bcl help' for more information.  The
Debian/GNU Linux/Ubuntu package installs bcl in /usr/bin.  Fixed in r56.
