Isolate performance primitives

Building blocks of several algorithms should be isolated for reuse, optimization, improved numerical error etc.

• [ ] summation
• [ ] element-wise multiplication
• [ ] weighted sum
• [ ] local reduction (w/ add, prod, etc)
• [ ] index / permutation
• [ ] some blas operations
