inconsistant keyboard layout on devices with kyrillic layout. #708

This issue is not critical, but it still exists. I took the picture of keyboard layout from other thread, and do not care abaout what is on the screen. The main point is in the incosistancy of special (blue) symbols to software layout. Would it be nice to let user to set it up after the first boot when hints menu appears?

I guess for user experience - it would be better to show picture of printed layout with ability to select radio button (a)round the image.

Also as well as arrow keys are not match too (this is caused by same problem, that i have described above). I know how to fix it. But sometimes it is very annoying to go and reverse engineer setxkbmap commands to prompt.

I am not sure what the problem is here, that the keyboard is not in Cyrillic by default? Or this about the picture we have from our x keyboard map? Sorry, I'm just trying to understand.
