Side Bar when logged out #10

What steps will reproduce the problem?
1. LogOut
2. Visit any page besides the homepage

What is the expected output? What do you see instead?
The #sidebar displays categories with no categories in it.  It should
display something that isn't user dependent

Please use labels and text to provide additional information.
