OpenID won't allow second signin #8

What steps will reproduce the problem?
1. Sign in with an openid for the first time
2. register a user
3. log out
4. sign in with that same openid (second time)
5. It asks you to register again

What is the expected output? What do you see instead?
It should log in the user associated with that OpenID, but it asks you to
register again.
