What this PR does

3397 Only allow users to edit datasets that are created by Magda
3398 Allow the "auto-fetch metadata" button to be turned off via Helm Config
Improve login redirection logic & UI access validation logic
Make legacy admin home only available to admin role users
Fixed orgUnit setting UI section request incorrect operationUri
Replace "magda" keyword with language var or more generic term
Update the default footer copyright data61 logo
