Offer a button on the dataset page to take the user back to the data management tab

As certain actions are only available on the data management tab, users might want to go back to the data management tab when land on the dataset page.

We will add a button on the dataset page that:

When clicks, it will take the user back to the data management tab
Depends on the dataset status (published or draft), the relevant tab will be opened.
