Migrate Google Universal Analytics settings to GA4

Currently, DGA site has both:

• 1> Google Tags Manager (GTM)
• 2> Google Tag (gtag.js)
• 3> Old universal analytics setup: analytics.js
• 4> Magda internal react-ga

I think for migration, I should delete 1, 2, 3 and upgrade 4 to react-ga4 in order to support GA4 tag/property as:

• 3 analytics.js is obsolete and replaced by 2 (gtag.js)
• 1 (GTM) never worked in terms of GA as we already have 2 (gtag.js)
• 2 (gtag.js) doesn't actually work as we use react-ga

Tasks

• [x] Issue a test version to upgrade to react-ga4
• [x] test the test version to see it react-ga4 supports UA property
  • Useful tool to test: https://tagassistant.google.com/

How to migrate:

• We can simply upgrade to v2.2.4 (yet to release) add GA4 property to config before July 2023
  • v2.2.4 supports both GAv4 & GAv2 property so both sites can receive data before July 2023
• Before July 2023, remove all GAv2 properties from the config
