React 18 Upgrade

Our frontend currently sits on React 16 --- which cause more troubles when works with newer version third party libs.

Technical Notes:

We will need to upgrade:
- craco to 7.1.0
- typescript to newer version (as new as possible unless causing big issue with backend modules)
- react to 18
- react-scripts to ver 5.xx
- node: don't have to but if required upgrade to node 18 (for web-server service & scss-compiler only )
