Describe the bug

The Pagination Bar ... button currently generates an invalid page number.

The correct behaviour has been described in the comment here:

The bug was introduced in this commit (code re: Rule 6 was lost during the refactoring) : https://github.com/magda-io/magda/commit/d03d4a99fbbdf64d7bae8f15a34c155fcaad74cc
